Dubai Built the Whole Pipe: Licence, Title Deed, Token
Dubai is the first place where a regulator licenses the token and the land registry records it. That closes the gap that sinks most tokenized property: whether the token really connects to the building.
Updated September 2026 with VARA's 2025 rulebook and the Dubai Land Department's tokenization project.
Most tokenized property has a gap in the middle. The token lives on a blockchain, the building lives in a land registry, and between them sits a company and a promise. Dubai is the first place to close that gap from both ends: the virtual-asset regulator licenses the token, and the land registry itself records it.
The licence: VARA
In May 2025 Dubai's Virtual Assets Regulatory Authority, VARA, updated its Virtual Asset Issuance Rulebook. Tokens that represent ownership of real-world assets are now a defined category, "Asset-Referenced Virtual Assets", and issuing one needs a VARA licence. Licensed exchanges and broker-dealers in Dubai can list and distribute them. (VARA, Cointelegraph)
The deed: the Dubai Land Department
In March 2025 the Dubai Land Department launched a pilot to tokenize property title deeds, making it the first real estate registry in the Middle East to do so. It projects the market could reach AED 60 billion by 2033, about 7% of Dubai's property transactions. (DLD) That figure is the department's own forecast, not a measurement.
The first platform is Prypco Mint, built with the infrastructure firm Ctrl Alt. It records tokenized deeds on the XRP Ledger, kept in sync with the official register. The first property sold out within a day, and the department then issued what it calls the first Property Token Ownership Certificate. (CoinDesk, DLD)

Why this matters more than another licence
Our real estate research found that the risks that hurt token holders are rarely on the blockchain. They sit in the legal wrapper and the property manager. When a land registry records the tokenized ownership itself, one of those risks, whether your token really connects to a real title, gets much smaller.
It is not a cure-all. A registered title still needs a tenant, a manager and maintenance, and a clear rulebook still costs issuers a real, expensive licensing process.

What we do not know yet
The project is young. We have not seen published data on how Prypco Mint tokens trade after their first sale, how rent is paid out, or what happens to token holders if a property is sold or defaults. Those are the questions that will decide whether this is a real market or a well-built showroom. We will cover them as the data appears.
